Effective
June 1, 2009, Title 19 NYCRR, Part 196 was amended to increase the qualifying
education required for a New York State Security and Fire Alarm Systems
Installer license. This amendment adds an additional 21 hour module, Service and
Maintenance of Alarm Systems, increasing the education requirement from 60 to
81
hours. This amendment effects new applicants only made after May 31, 2009. Those currently holding a NYS
Security or Fire Alarm Systems Installer license will not be required to
complete the additional education module.

TO PULL THE PLUG

With New York State having a financial crisis, their attempt at
taxing everything has
become a nightmare. Now, they feel that this industry doesn’t
need representation on
the Alarm License (Article 6D).
The Assembly just came out with their budget proposal. While it
puts back many of the
Boards eliminated by the Governor in his bill, it still
eliminates the Fire Alarm Installer
Advisory Committee. The NYBFAA Lobbyist Jim McCulley of Capitol
Public Strategies
put the alert out to the Association. Assembly Bill A09713-B
(Section 132) which states:
S 132. Subdivision 6 of section 69-n of the general business
law is REPEALED.
What is Section 69-n, subdivision 6?
Article 6d, the Business of Installing, Servicing, or
Maintaining
Security or Fire Alarm Systems, 69-n, Powers of the Secretary
of State, subdivision 6 says:
To create an advisory committee composed of at least four
persons from
different areas of the state who have been actively engaged in
the business
of installing, servicing or maintaining security or fire alarm
systems for at
least five years prior to their appointment and two persons from
different
areas of the state, one of whom shall be a fire service official
and one of
whom shall be a police officer. The advisory committee shall
make recommendations to the Secretary of State
with respect to the administration of this article.
What does the Advisory Committee do?
The Committee represents the Industry in matters involving the
administration of Article
6D. The Rules and regulations as defined in Part 195 of Title 19
of the NYCRR.
No compensation is provided to the committee members for time
and travel to these
meetings. We participate to ensure that the technical
complexities of this industry is
understood by the Division of Licensing.
The committee has been in existence since 1992 accomplishing
this task, advising on
technological advancements in the industry, reviewing education
and exam processes.
For the last three years these meetings have been conducted once
a year for a three
hour time period. Most consultations are done on the phone as
the Department of State,
Division of Licensing requires advice or has questions on a
situation that has occurred.
One purpose that the committee has been involved in for years is
getting the Division of
Licensing to become involved in notifying municipalities that
have tried to institute
ordinances in direct conflict to the Alarm License Law. We in
the industry fully believe
that the State cannot administer this license without an
advisory committee.

Jim McCulley recommends that all licensees should contact their
representative in the
State Assembly and voice opposition to the elimination of the
Security and Fire alarm

The Office of The Nassau County Fire Marshal has
authorized the New York Fire Alarm Association, Inc., (NYFAA)

SECURITY OR FIRE ALARM ACTIVITIES TO $10,000!
“New York City May be Next in Line to Require
Alarm Permits!”
New York City does not require (not at this
time…but read on!) the issuance of a permit for the installation of, or the use
of, any burglar alarm system, closed circuit television system (CCTV), or access
control systems. Commercial fire alarms require extensive approved plans, filing
fees, and inspections (perhaps an article for another time). Residential fire
alarms (like adding a smoke detector or two to a residential burglar alarm
system is a whole other grey area.
However, the leaves on the trees are beginning to rustle like at the
beginning of a storm!

law a Low Voltage Installer License with Certification.

for help wanted and services rendered. This is where members can advertise for

wanted and sub-contractors can advertise for the kind of work they do.
We encourage dealer networking both on our web site and at our
meetings.
We routinely provide critical information on important issues such as state
licensing, permits, regulations, Fire Department issues, Police Department
issues, false alarm reduction, and technology.
